Analysis of Alternatives for Defense Acquisition Domain

Analyzing alternative technologies

The Department of Defense’s (DoD) Standard Procurement System (SPS) program will become fully operational in early 2006. Achieving this milestone, however, poses new questions and potential complications for the DoD’s Acquisition Domain. Specifically, what additional capabilities does the domain require and what is the best means for the DoD to achieve those capabilities in the long term?

To understand the issues arising from standardizing procurement processes across the DoD, NewVectors is providing an objective economic cost and benefits analysis to help the Acquisition Domain conduct a comprehensive evaluation that will: (1) Identify the key capabilities the Domain needs to meet its mission; (2) Determine the alternative technologies that will be available to provide those capabilities; (3) Evaluate the effectiveness of each alternative; and (4) Estimate the economic cost and benefits of each alternative.

The analysis of alternatives is a complex effort. It brings together more than 50 technical and functional experts representing each Service and Agency, each of which has different legacy systems and operational concepts. NewVectors, as an objective, technical-oriented partner in the team, is helping to ensure the successful completion of the analysis and the timely achievement of major program milestones.
