W. Deane Stanley
Senior Vice President
Deane Stanley joined Altarum in May 2001, when ERIM acquired Vector Research,
Incorporated (VRI), where he was a VP and Director of Defense Programs. With
the acquisition, Mr. Stanley assumed responsibility for VRI and ERIM business
units that over the next year became Altarum’s Enterprise Solutions Division
(ESD). In April 2006, ESD was restructured as an Altarum subsidiary, becoming
NewVectors.
Stanley came to VRI from the EDS, where he served for seven years in a variety
of management and business development capacities. He spent two years as an
Account Manager, developing an Integrated Data Environment (IDE) solution to
support the government-contractor team developing the Army’s Crusader weapons
system.
Before joining EDS, Stanley served 28+ years in the U.S. Army, retiring in 1991
as a colonel. His military career included assignments around the world. He
commanded armored reconnaissance and armor units through the brigade level; served
as the senior R&D manager for People-related research, including oversight of two
laboratories; and served as Assistant Professor of Political Science and Economics
at West Point.
Stanley was named one of the 1998 FED 100 award recipients, presented annually
to the 100 persons selected as the most influential in the federal government IT
market, for his service as Chairman of an Industry Advisory Council (IAC) Task
Force on “Best Information Technology Practices in the Federal Government.”
Stanley holds a B.S. in Military Engineering from the U.S. Military Academy and
a M.P.A. from the Kennedy School of Government, Harvard University.

Charles B. "Smoke" Torres
Vice President, Operations
Smoke Torres is responsible for management oversight of all NewVectors projects,
staff assignments, and project fiscal performance. In his nineteen years with
NewVectors and predecessor organizations, Mr. Torres served in both management
and technical positions. He has led some forty studies concerning Army system
acquisition, force structure, strategic mobility, and program/budget issues.
Most recently, Mr. Torres served as the senior analyst on a series of projects
for the Project Manager, Bradley Fighting Vehicle Systems to examine
recapitalization of that legacy system including issues concerning system
upgrades, retrofits, as well as funding, production, and distribution.
Mr. Torres had a prior career as an Infantry Officer in the U.S. Army. The last
eight years of his military career included assignments at the Army Concepts
Analysis Agency (CAA), now the Center for Army Analysis, and the Systems
Engineering Division of the U.S. Army Safety Center.
Mr. Torres has a B.A. in History and Political Science from Stetson University
and received his training in Operations Research from the U.S. Army Logistics
Management Center.
