Altarum Intitute (Altarum) is a proven provider of management, operations, and business improvement (MOBIS) services spanning the spectrum of Government management decisions from policy development to services integration. We provide information and analysis expertise to help customers simplify complex decisions for their enterprise. Although the experience of Altarum's consultants weighs heavily in problem definition, we most often base our findings and recommendations on detailed studies of the customer's business processes to understand the impact that decisions have on the inputs, components, and outputs of the organization. Altarum has the experienced professionals and tools that Government program managers have come to trust through 30 years of demonstrated performance. Consulting Services Altarum offers strategic and business planning, organizational assessments, program evaluations, business process reengineering (BPR), and process improvement services. SIN 874-1 Consulting Services

Altarum provides the full spectrum of MOBIS consulting services to support customers' needs for streamlining and rationalizing their business operations and processes. The framework for delivering these services is our Strategic Enterprise Transformation model, which provides an integrated, robust, modular, and tailored architecture. The techniques, tools, and skills in this model cover strategic assessment, strategic planning, business process reengineering, and business process improvement. Specific consulting services include:

Strategic, Business, and Action Planning. Effective strategic planning is the foundation for any organization's long-term success. By establishing strategic goals and objectives for the organization, a good strategic plan supports prioritization and focusing of people, resources, and effort toward the critical factors that determine success. Altarum provides support in developing, packaging, and disseminating strategic plans to ensure that strategic thinking reaches every member of the organization. Altarum also supports the implementation planning that translates strategic goals and objectives into immediate business action plans; the performance goals, objectives, and metrics that tie plans to outcomes and products; and the follow-up assessments that provide the feedback necessary for continuous improvement.

Altarum 's strategic, business, and action planning services support MOBIS by helping our customers develop strategic and operational goals and objectives that define organizational success, and implement the plans, processes, and procedures to achieve them.

Organizational Assessments. Strategic planning depends upon a complete and accurate assessment of where the organization currently stands, as well as its future direction. Altarum can support organizational assessments at every level, from full strategic overviews (including environmental trend analysis and long range scenarios) to targeted assessments of individual business units, processes, or products. Altarum 's assessments evaluate the organization's strengths, weaknesses, opportunities, and threats; identify key performance indicators, and establish benchmarks for future planning and improvements. Activity-Based Costing (ABC) is used for establishing financial baselines. The data, findings, conclusions, and recommendations of our analysis are presented in formal reports and briefings tailored to the customer's needs and the target audience.

Altarum 's organizational assessment services support MOBIS by providing our customers with a clear, objective, and complete picture of where the organization stands in relation to its stated objectives, baseline standards, and the organization's environment. This picture provides the basis for informed and effective business planning and decision-making.

Program Audits and Evaluations. Altarum provides program audit and evaluation services, including economic and business process analysis. Our analytical toolset includes standard business modeling and financial analysis tools that allow Altarum to quickly develop an accurate and complete picture of the program, identifying critical success factors as well as the key environmental impacts. Altarum can rapidly tailor existing data collection and analysis tools to meet organizational requirements and provide detailed and timely feedback on the program's efficiency and effectiveness. We can provide rapid "snapshots" of program execution, formal overviews of program implementation, or projected outcomes prior to program initiation.

Altarum 's program audits and evaluation services support MOBIS in two ways: ensuring program compliance with external policies and regulations, and providing objective feedback on program performance for internal management.

Performance Measures and Indicators. Effective, objective, quantifiable performance measures and indicators are essential for measuring progress toward organizational goals. Altarum provides a broad range of support for performance measurement at every level of the organization. Our approach is modeled on the outcome-based performance measurement required by the Clinger-Cohen Act (Information Technology Management Reform Act (ITMRA)), and the Government Performance and Results Act (GPRA), and includes explicit links between performance measures and organizations' mission, goals, and objectives. Altarum is well versed in the Balanced Scorecard and other performance measurement approaches proven in the commercial and Government sectors.

Altarum 's performance measurement services support MOBIS by assisting customers in developing the framework for implementing effective performance measurement within the organization, as well as supporting the implementation of the tools and techniques to integrate performance measurement into daily operations.

Business Process Reengineering and Process/Productivity Improvement. Altarum provides a full set of Business Process Reengineering (BPR) capabilities that can be tailored to fit any customer's needs. Altarum 's BPR approach begins with selection of critical business processes (aligned with the organization's strategic goals) through facilitated sessions with organizational experts. Automated modeling tools develop a complete "As-Is" model of selected processes, and we establish the performance baseline for each. An analysis of the gaps between actual and desired performance is developed using performance benchmarks derived from comparable "best in class" organizations. An assessment of redesigned processes and technology alternatives that can close these gaps is performed, followed by the building of a "To-Be" business model of reengineered processes supported by selected technologies. Altarum supports its BPR process with development of an implementation plan, including performance measures, workforce transformation and change management, and proof-of-concept testing. Altarum 's process and productivity improvement services follow logically from our BPR approach, with the implementation plan providing the basis for applying the reengineered processes.

Altarum 's BPR and process improvement services support MOBIS by providing the analysis, design, and change management required in transforming an organization's business processes to improve productivity and adapt to environmental changes.

Schedule of Items For SIN 874-1: Consulting Services

Contractors shall provide expert advice, assistance, guidance or counseling in support of agencies' management, organizational and business improvement efforts. This may also include studies, analyses and reports documenting any proposed developmental, consultative or implementation efforts. Examples of consultation include but are not limited to:

Offerors shall specify the Labor Category(ies) proposed and the hourly and daily rates for each. Total price for consulting services will be established at the time the Task Order is placed and will be based on the prices offered herein. The estimated number of hours negotiated with the ordering agency and the labor category(ies) provided will be shown on the resultant Task Order.

If the agency Contracting Officer chooses to purchase from this SIN on a Labor Hour basis, the resultant Task Order shall specify the Not To Exceed price, the Labor Category(ies) proposed (with the hourly and daily rates for each), and any applicable Other Direct Costs (ODCs).

SIN 874-2 Facilitation Services

Frequently, organizations require outside assistance in facilitating and managing particularly complex issues and programs. It is difficult to coordinate many divergent views held by a multitude of different stakeholders and players, each with unique interests and priorities. Altarum provides comprehensive facilitation services to help our customers review business operations, improve management processes, and re-engineer programs. Our skilled facilitators use proven total quality methods and processes to build consensus and create solid solutions by offering ideas and assistance, facilitating multiple groups, and maintaining neutrality while supporting our primary customers. Typical facilitation services include:

Defining and Refining the Agenda. Establishing the objectives, key milestones, and ends of complex issues and programs is essential in reaching reasonable and lasting solutions to large problems. Altarum works systematically to develop an agenda defining these items. Our pre-meeting reviews include interviewing key personnel, background research, and evaluating the extent and complexity of the issues at hand. This prepares us in recommending the objectives, milestones, and essential participants for convening and facilitating group events, briefings, and discussions. We recommend the make-up of the groups, meeting timing and locale, suggest seating techniques, propose the agenda, and discuss potential follow-up events. We assess the urgency of the issues to be resolved and the need for computer assisted decision-making, including telecommunication and Web-based means. Our Web-based WorkGroup Collaborator provides an effective collaborative environment, even for widely dispersed groups, and can readily be tailored to meet customer and participant needs.

ALTARUM's agenda definition services support MOBIS by identifying, clarifying, and prioritizing issues so that working groups remain focused on essential tasks.

Use of Problem-Solving Techniques/Dispute Resolution. As we discuss agenda development with the customer, potential problem-solving techniques emerge from Altarum 's experience and best industry practices. Various problem solving techniques are available, such as flowcharts, workflow diagrams, deployment charts, Pareto charts, cause-and-effect diagrams, affinity diagrams, and Stratification and Is/Is-Not analyses. These techniques promote understanding of the problem. Altarum 's team problem-solving techniques include brainstorming, multivoting, nominal group, and weighted voting techniques. Altarum facilitators ensure participants focus on issues rather than positions and personalities, thus promoting the prompt resolution or reconciliation of disputes, disagreements, and divergent views.

Altarum 's problem solving and dispute resolution services support MOBIS customers by expediting resolution of contentious issues and allowing timely, effective decision-making.

Convening and Leading Group Briefings and Discussions. Altarum uses pre-event opportunities working with the customer to share background, gather information, and set the stage for meetings, including developing invitational correspondence. Early on, we define ground rules for group interaction and decision-making, such as when the group will push for consensus. We facilitate small group activities and arrange their reporting to the larger group. Consensus for recommendations and follow-up activities are reached using Altarum -facilitated problem-solving techniques. If additional meetings are required, the initial meeting will close by identifying follow-up activities and evaluating the effectiveness of the first meeting. A cycle of monitoring between-meeting assignments and developing the agenda and format for the subsequent meeting are performed as needed.

Altarum 's discussion leader services support MOBIS customers by ensuring that discussions follow a coherent path toward accomplishing group objectives, and that issues, discussions, and decisions are captured to lay the basis for future meetings, if required.

Recording Discussion Content and Focusing Decision-Making. Altarum uses appropriate techniques and displays to capture and record essential issues and support group problem analysis, problem solving, and decision-making. Additional Altarum facilitators participate in large group sessions to record discussion. Timekeepers, from either Altarum or the group, track time elapsed and guide decision-making based upon agreed ground rules. At the discretion of the customer, audio or video recording is used for later review of the discussion.

Altarum 's services in this area support MOBIS customers by providing an accurate historical record of the proceedings for later review, and keep meetings progressing toward the stated objectives of the group.

Preparing Reports for Dissemination and the Permanent Record. After the meeting closes, we prepare and circulate a draft record for review and comment before delivering the final permanent record. We will send most drafts by e-mail or use our WorkGroup Collaborator for Web-based continuing discussion. Non-concurrence with the draft are reconciled whenever possible, or the reasons for rejecting the non-concurrence are documented in the permanent record. As needed, we help the customer prepare material for final staffing and implementation of any group proposals.

Altarum 's report production supports MOBIS customers by providing complete, timely, accurate, and efficiently coordinated historical documentation of critical discussions and decisions.

Debriefing, Meeting/Conference Planning, and Logistical Support. We provide structured conference debriefings where we review the objectives, milestones, efforts, outcomes, and accomplishments of the facilitation effort. We identify areas for improvement in planning for the customer's future use, or propose the next steps to design follow-up meetings. This feedback step is an opportunity to review and improve activities and leads to agenda definition and the next planning cycle. Altarum also has the facilities, infrastructure, and experienced support staff to provide complete logistical arrangements and support.

Altarum 's facilitation services supports MOBIS by providing "full life cycle" planning and execution of efficient, productive conferences and meetings.

Schedule of Items For SIN 874-2: Facilitation Services

Contractors shall provide facilitation and related decision support services to agencies engaging in collaboration efforts, working groups, or integrated product, process, or self-directed teams. Agencies bringing together diverse teams and/or groups with common and divergent interests may require a neutral party to assist them in:

·         the use of problem solving techniques

·         resolving disputes, disagreements, and divergent views

·         providing a draft for the permanent record

·         defining and refining the agenda

·         logistical meeting/conference support when performing technical facilitation

·         debriefing and overall meeting planning

·         convening and leading large and small group briefings and discussions

·         preparing draft and final reports for dissemination

·         recording discussion content and focusing decision-making

Offerors shall specify the Labor Category(ies) proposed and the hourly and daily rates for each. Total price for facilitation services will be established at the time the Task Order is placed and will be based on the prices offered herein. The estimated number of hours negotiated with the ordering agency and the labor category(ies) provided will be shown on the resultant Task Order. If the agency Contracting Officer chooses to purchase from this SIN on a Labor Hour basis, the resultant Task Order shall specify the Not To Exceed price, the Labor Category(ies) proposed (with the hourly and daily rates for each), and any applicable Other Direct Costs (ODCs). SIN 874-3 Survey Services

Altarum provides survey research capabilities that complement our other MOBIS offerings by assisting our customers in preparing for and managing organizational changes and making strategic business decisions. We use surveys, in tandem with other sources of information, to help customers:

·         assess strategic choices;

·         evaluate the effectiveness or efficiency of organizational leadership, culture, programs, initiatives, or processes;

·         gather measures of organizational structure, such as size, formalization, centralization, or levels of job-related tension within an organization; and

·         evaluate people issues; i.e., employee attitudes, job knowledge, or job satisfaction.

Survey activities include:

Planning and Survey Design. Altarum 's survey research specialists work closely with our customers to define and refine the survey data collection agenda, assuring the proper data are collected. We assess how the data and survey assessment serves the overall analysis effort, when it is needed, and the best administration media. Alternative data sources are identified and verified to ensure data not available from primary sources are collected. Alternate data sources may also be used to help validate collected survey data, identify data already available in sufficient detail to preclude surveying, or reduce the size of the survey effort. We review topical literature to utilize existing scales or indices for the analysis. If needed, survey development may include structured interviews, focus groups, or pretests. Altarum works in concert with our customers to identify cost-effective ways to enhance the survey response rate. Successful strategies include e-mail cover letters describing the survey, identifying reasons why respondents would complete it, and estimating what benefits may entail. Other strategies, including pre-survey mailings, respondent incentives, or post-survey thank you notes with survey results, may round out the survey planning agenda.

Altarum 's thorough survey planning and design support MOBIS by setting the stage for successful survey administration, analysis, and results reporting.

Survey Administration. Altarum 's preferred approach to survey administration is our Web-based survey instrument. It allows our customers to reach widely distributed populations to gain the desired data, provides in-progress analysis of trends and issues, and makes the survey results available in the shortest time. Our understanding of Web technology allows us to ensure that survey responses are kept private and data accuracy and integrity is maintained. Where Web-based surveys are not suitable for a customer's needs, Altarum supports more traditional survey techniques internally or works closely with recognized survey data collection firms to efficiently conduct the data collection effort. Survey data usually require substantial data cleaning. Altarum analysts are careful to conduct extensive data consistency checks both within and across survey data items. Univariate and bivariate distributions of various survey data items are checked against information from other data sources if it is available.

Altarum strives to develop and maintain the most timely and complete survey database possible, supporting MOBIS customers by increasing the availability of reliable data for survey analysis and results reporting.

Survey Data Analysis and Results Reporting. Analysis of survey data includes accounting for a number of issues not normally encountered in data collection, including sampling weights and response rates. We carefully consider the effect of the response rates on the analysis is in conjunction with the sample weights. We thus ensure a proper estimate, and reduce the possibility of errors in statistical tests of differences between estimates generated from the data. Altarum analysts employ qualitative as well as quantitative data analysis strategies to analyze a survey data set depending on the additional data available from other data sources. Altarum offers a full range of report generation techniques to further support survey needs. Our reporting capabilities range from on-line chart, graphical, and tabular displays of real-time data, to formal reports covering all aspects of the survey methodology, analysis, results, recommendations, and potential follow-up activities. We've found the best way to deliver formal survey results to our customers is by briefing the results and recommendations at a time convenient to the customer.

Altarum is a tested provider of comprehensive and focused survey analysis reports and recommendations, supporting MOBIS by improving customer activities.

Contractors shall provide expert consultation, assistance, and deliverables associated with all aspects of surveying within the context of MOBIS. Contractors shall assist with, and/or perform all phases of the survey process to include, but not limited to:
